
Since 1987 Dr Kerr has been a key member of the Group’s business in
Hong Kong and has gained extensive experience in water engineering
and environmental assessment and management.
She has participated in and contributed to the development of the
environmental impact assessment (EIA) and strategic environmental
assessment processes in Hong Kong and beyond, and has developed the
associated legislation and assessment criteria now embedded in the
EIA Ordinance. She has undertaken more than 500 EIAs and
environmental design projects, and is fully familiar with project
implementation from inception to completion.
Anne was the first person in Hong Kong to derive a series of
sustainability indices which are now used by the Hong Kong
Government as analytical tools for assessing major planning
proposals. These were tested and proved on the Territorial
Development Strategy and its Review – a 30 year master plan for
Hong Kong’s landuse, transport, residential, industrial/commercial,
social and environmental framework – and have been used by Anne on
projects such as the ongoing Hong Kong 2030 Planning and Vision
Study, as well as other strategic planning projects examining the
development footprint of districts or countries.
She was involved in the implementation of the New International
Airport at Chek Lap Kok and the more recent development such as the
Tradeport Logistics Centre, Skyplaza, Skypier, Meeters and Greeters
Expansion all of which encompassed sustainable development and
principles of green building design. She is directing the Green
Building Design Guidelines for Abu Dhabi for the Environment
Agency, amongst others.
Anne has also undertaken around 50 Lenders Technical Advisory and
is fully familiar with the environmental requirements of the Banks
and Lenders, the Equator Principles and the lending requirements
under Sharia Law.
